In unserer letzten Aussendung wiesen wir auf eine Abstimmung eines rumänischen TV-Senders hin, der da fragte ob man den geplanten Hunde-Tötungen zustimmen würde; jetzt hat man, da die Zuständigen wahrscheinlich den Einfluß von Außen erkannte, einfach die Fragestellung abgeändert!!! Nun heißt es, ob man einen Hund permanent oder zumindest vorübergehend adoptieren, oder aber einen Straßenhund unter keinen Umständen bei sich zu Hause aufnehmen würde. Was heißt, drückt man nun 'nu', stimmt man praktisch den Tötungen zu, weil laut neuer Rechtsauslegung die Adoption die einzige Alternative dazu darstellt!!! Also bitte auf erstere Punkte drücken, keinesfalls mit 'Nein' antworten (oder zur Sicherheit, falls erneut eine Änderung veranlasst wird, die Fragestellung bei einem Übersetzer im Netz - beispielsweise Google - einfach übersetzen lassen/bzw. sich andererseits der Stimme enthalten)!!!!!

a few minutes ago I received the news that, mainly due to pressure by your person, the Romanian parliament is to vote FOR a mass killing campaign of Bukarest's and Romania's strays. You, as well as I know, that this child was the victim of sexual abuse and killed, not by dogs, but by people. All it took was a dog to be seen near the body to start a nationwide witch hunt for the most innocent of all. Clearly that is also to divert people's attention away from the gold mine issue at Rosia Montana. The extraction of the gold will be done via the use of Cyanide compounds, and citizens rightly took to the streets about it. So now these animals are used as a diversion and as scapegoats by your government. Not for the first time, that is. In Bukarest and many other places in Romania dogs and cata a butchered in the streets - poisoned, burned alive, stabbed, suffocated, run over, shot. If nothing else matters to you, just think of what an example you give the children standing by.
The world is looking on and demands of you, as does the EU Intergroup for Animals Welfare, to stop this heinous crime forthwith, and admit to the truth in this matter: that the animals are NOT to be blamed.
So many people have worked hard, and financed it with their own money and ressources, to help Romania deal with the stray animals population humanely. And now all that is destroyed in a few weeks of utter madness.
Stop it. NOW.

We regret the tragedy of the child killed by dogs. Such dramas should not repeat. But if you insist in applying the same methods of dog mass murder that has been conducted in Romania for 20 years and that has not resolved the problem in the streets, this risk will remain permanent.
We do not understand the interests of the Romanian authorities to continue or implement again a method that has proven over the world to be failed, expensive, but as well immoral, shameful.
We do not understand why, despite all the evidence:
• the benefits of dog sterilization
• the results obtained in Oradea, where, by the Sterilisation and Return programme, the number of stray dogs decreased from 5000 to 300
• the outcomes of the World Health Organisation’s study (undertaken between 1981 and 1988) concluding that “the euthanasia or incarceration programmes which are both inefficient and expensive”
• the experiences of other countries that, after years of mass murder without effect, implemented mass sterilization laws having noticeable effects,
you do not accept to implement the only solution for managing the dogs, that is the sterilisation and return of the gentle and healthy stray dogs, compulsorily accompanied by the sterilization of dogs with owners that are the main source of street dogs by mass abandoning. Approximately 5 million puppies are born in Romania in rural areas every year, some of them being killed by their owners and the others being abandoned in the street. So long as the dogs with owners will not be sterilized, through coherent programmes, the streets will never be free of dogs.
We also remind you:
• the Constitutional Court of Romania decided (Decision 1/2012) that euthanasia is ILLEGAL as a stray dogs management method until all other solutions have been applied properly, uniformly and with responsibility by local authorities
• The Lisbon Treaty (art. 13, TFEU) states that the “animals are sentient beings”
• the European Parliament Resolution of 4 July 2012 on the establishment of an EU legal framework for the protection of pets and stray animals ( 2012/2670 (RSP )
We ask you for an URGENT STERILIZATION & RETURN LAW OF ALL STRAY AND OWNED DOGS
Romania is already known by animal cruelty .
Please, be advised that if the killing of dogs starts, we will show to the entire world the reality of the dog camps, we will notify worldwide about the financial interests behind the business of killing dogs, we will withdraw any support that we have given so far to your country, we will boycott Romanian products and tourism, as no one will want to associate with a corrupt, cruel and immoral country.

Sehr geehrte Damen und Herren,
Der rumänische Präsident Basescu hat die Regierung in Bukarest dazu aufgerufen, schnellstens die Legalisierung der Straßenhundtötung per Gesetz auf den Weg zu bringen.
In den vergangenen Jahren haben Rumäniens Politiker immer wieder Vorstöße unternommen, die großflächige Tötung der Straßenhunde per Gesetz zu legalisieren. Zuletzt scheiterten die Verfechter 2012 mit ihrem Vorhaben, weil Tierschützer eine Klage vor dem Verfassungsgericht angestrengt hatten.
Die Europäische Union hat sich eindeutig für Tiere als fühlende Lebewesen bekannt.
Rumänien braucht dringend ein Gesetz, um die Situation der Straβenhunde im humanen Sinne zu regeln. Der vorliegende Gesetzentwurf darf daher im Interesse der Tiere und der rumänischen und europäischen Bürger nächste Woche nicht das Plenum im rumänischen Parlament passieren.
Das Problem der Straßenhunde wird nicht dadurch gelöst diese zu töten, was die Vergangenheit bereits gezeigt hat.
Dieser neuerliche Versuch ein Hundemassaker zu beginnen, wird von sämtlichen Tierschutzorganisationen und EU Bürgern aufs schwerste verurteilt.
Wir fordern Sie dringend auf, an Ihre Regierung zu appellieren, dieses Vorhaben zu stoppen…

for several times your city Botosani has been in the media because of the cruel treatment of animals, especially straying dogs. Now it is happening again! A few days ago 1000 dogs were caught in Botosani at your disposition by a company which is known for having killed hundreds of stray dogs in Constanta in the past. You are trying to convince the public that this is a pilot project and that the dogs will be adopted, but considering the incidents in the past and the brutal treatment of dogs by the doghunters this statement seems very implausible.
Some time ago you promised the public to solve the problem of stray dogs in Botosani and now it seems as if you need to find a fast solution to get rid of the dogs. The company you hired to “take care” of the dogs killed hundreds of strays in Constanta and now they are ready to do the same in Botosani. I ask you to collaborate with the local animal welfare organizations and to stop cruelty against straying animals now! I ask you to set the caught dogs under the care of the local animal rights organization!
And I ask you to adopt the “neuter-and-release” program which is the only humane and effective way to solve the problem of stray dogs. Killing of dogs does not help to solve the problem because if it really reduced the population of stray dogs no straying animals would exist in Romania anymore. But there are thousands of strays and the only way to reduce their number is castration. Killing strays is cruel, barbaric and primitive – and besides it is a violation of the EU-convention for the protection of animals (signed by Romania) and of Romanian laws. You have the chance to set a good example, please show the world that the city of Botosani cares for the needs of strays and immediately stop torturing innocent animals!

I am horrified that you want to euthanize the dogs in the shelter of Craivoa.
This is illegal, because with the accession to the EU Romania has also recognized the animal protection law.

STOP mass killing dogs! Adopt mass sterilization!
For the attention of the Romanian authorities:
We regret the tragedy of the child killed by dogs. Such dramas should not repeat. But if you insist in applying the same methods of dog mass murder that has been conducted in Romania for 20 years and that has not resolved the problem in the streets, this risk will remain permanent.
We do not understand the interests of the Romanian authorities to continue or implement again a method that has proven over the world to be failed, expensive, but as well immoral, shameful.
We do not understand why, despite all the evidence:
The benefits of dog sterilization the results obtained in Oradea, where, by the Sterilisation and Return programme, the number of stray dogs decreased from 5000 to 300 the outcomes of the World Health Organisation’s study (undertaken between 1981 and 1988) concluding that “the euthanasia or incarceration programmes which are both inefficient and expensive”
The experiences of other countries that, after years of mass murder without effect, implemented mass sterilization laws having noticeable effects, you do not accept to implement the only solution for managing the dogs, that is the sterilisation and return of the gentle and healthy stray dogs, compulsorily accompanied by the sterilization of dogs with owners that are the main source of street dogs by mass abandoning. Approximately 5 million puppies are born in Romania in rural areas every year, some of them being killed by their owners and the others being abandoned in the street. So long as the dogs with owners will not be sterilized, through coherent programmes, the streets will never be free of dogs.
We also remind you:
the Constitutional Court of Romania decided (Decision 1/2012) that euthanasia is ILLEGAL as a stray dogs management method until all other solutions have been applied properly, uniformly and with responsibility by local authorities The Lisbon Treaty (art. 13, TFEU) states that the “animals are sentient beings” the European Parliament Resolution of 4 July 2012 on the establishment of an EU legal framework for the protection of pets and stray animals ( 2012/2670 (RSP )
We ask you for an URGENT STERILIZATION & RETURN LAW OF ALL STRAY AND OWNED DOGS
Romania is already known by animal cruelty . Please, be advised that if the killing of dogs starts, we will show to the entire world the reality of the dog camps, we will notify worldwide about the financial interests behind the business of killing dogs, we will withdraw any support that we have given so far to your country, we will boycott Romanian products and tourism, as no one will want to associate with a corrupt, cruel and immoral country.

Sehr geehrte Damen und Herren,
In den vergangenen Jahren haben Rumäniens Politiker immer wieder Vorstöße unternommen, die großflächige Tötung der Straßenhunde per Gesetz zu legalisieren. Zuletzt scheiterten die Verfechter 2012 mit ihrem Vorhaben, weil Tierschützer eine Klage vor dem Verfassungsgericht angestrengt hatten.
Rumänien braucht dringend ein Gesetz, um die Situation der Straβenhunde im humanen Sinne zu regeln. Der vorliegende Gesetzentwurf darf daher im Interesse der Tiere und der rumänischen und europäischen Bürger nächste Woche nicht das Plenum im rumänischen Parlament passieren.
Dieser neuerliche Versuch ein Hundemassaker zu beginnen, wird von sämtlichen Tierschutzorganisationen und EU Bürgern aufs schwerste verurteilt.

Sehr geehrte Medienvertreter und Journalisten
Ich beginne mein Anliegen an Sie nicht mit einer reißerischen Schlagzeile, wie es leider in der heutigen Zeit üblich ist.
Das Thema der Hundetötungen in Rumänien bewegt eine ganze Nation, es bewegt Europa: die Netzwelt ist voll von Protestaktionen, Petitionen und unschönen Bildern.
Die Berichterstattung hierüber lässt allerdings an der Objektivität sowohl rumänischer als auch deutscher Medien zweifeln.
Schlagzeilen beginnen mit „Sie haben mein Kind gefressen“ und stellen die Straßenhunde Rumäniens als Bestien dar. Das entspricht allerdings nicht den Tatsachen.
Dass diese doch sehr einseitige Medienpublikation durch gezielte Manipulation der rumänischen Politiker und Verantwortlichen forciert wurde, scheint hierbei niemanden zu stören. Auch Sie nicht.
Wo bleibt die Unabhängigkeit, die Gründlichkeit und Sorgfaltspflicht, nach denen jeder Journalist gemäß dem Leitbild des Medienkodex arbeiten sollte? Lassen Sie sich nicht von den rumänischen Politikern instrumentalisieren!
Ich habe Ihnen die Faktenlage noch einmal kurz und bündig zusammengefasst. Bitte nehmen Sie sich einige Minuten Zeit diese zu visualisieren.
Am 2. September ist in Rumänien ein 4-jähriger Junge getötet worden. Ein tragischer Unfall. Der kleine Ionut und sein 2 Jahre älterer Bruder spielten zusammen in einem Park in Rumäniens Hauptstadt Bukarest und wurden von ihrer Großmutter beaufsichtigt. Doch dann verließen die Jungen ohne Aufsicht den Park. Der 4-Jährige wurde schließlich mehr als 45 Minuten später tot auf einem 1,5 Kilometer entfernten Grundstück aufgefunden. Der Bruder des Opfers kehrte mit Bissverletzungen zu seiner Großmutter zurück. Soweit der Tatsachenbericht.
Ein rumänischer Journalisten und Tierschützer hat ein Video veröffentlicht, dass den Weg zeigt, den der kleine Ionut und sein Bruder genommen haben müssen, abgehend vom Park, wo ihre Großmutter sie das letzte Mal sah, bis zum Fundort der Leiche. Es gibt viele Widersprüche (das Video enthält Untertitel):

Anders als öffentlich verbreitet liegen Spielplatz und Tatort 1,5 Kilometer voneinander entfernt, so dass die Annahme, die vier und sechs Jahre alten Brüder hätten sich spontan zum Spielen entfernt, kaum haltbar ist. Ebenso die Tatsache, dass der 4-Jährige 1,5 Kilometer hätte laufen müssen.
Gleichermaßen soll das Gelände bis auf ein kleines Loch umzäunt und schwer zugänglich sein. Warum die beiden Kinder den Spielplatz verließen, um das undurchsichtige Grundstück zu betreten, bleibt ein Rätsel. Im Raum steht inzwischen eine andere These, die zunehmend auch im Fernsehen und in der Öffentlichkeit in Erwägung gezogen wird. Möglicherweise sind die Jungen an die falschen Menschen geraten, so berichtet der bmt (http://www.bmt-tierschutz.de/).
Selbst Vadim Tudor, Mitglied des europäischen Parlaments und Rumäne, äußert Zweifel an der offiziellen Version der rumänischen Politiker und Medien und erwähnt, dass das forensisches Gutachten vertuscht wurde:

Warum werden diese Widersprüche nicht in den Medien veröffentlicht?
Die Öffentlichkeit wird gezielt manipuliert. Der Fall des kleinen Ionut wird seit 9 Tagen in rumänischen Medien aufgebauscht und instrumentalisiert.
• Präsident Traian Basescu kommt diese Tragödie gerade recht, denn so verlieren die Proteste gegen das umweltgefährdende Goldbergwerk in Rosia Montana an Bedeutung. Ja, sie werden von den rumänischen Medien gar ignoriert, wie die Frankfurter Rundschau berichtet. Nicht einmal die Blockade des hoch symbolischen Universitätsplatzes in Bukarest kann die heimliche Nachrichtensperre durchbrechen.
• Die Medien veröffentlichen unglaublich tragische Interviews von Menschen, die sich bedroht fühlen von Hunden und falsche Beisstatistiken. In Deutschland werden statistisch gesehen (gemessen am Bevölkerungsvolumen) ebenso viele Menschen von Hunden gebissen, wie in Rumänien, nur dass es in Deutschland keine gefährlichen Straßenhunde gibt.
Wo werden die Interviews veröffentlicht, die Tierschützer vor Ort zeigen, die machtlos gegen die brutalen Tiermisshandlungen kämpfen?
• Das Straßenhunde-Business in Rumänien ist ein Millionengeschäft, gesponsert aus öffentlichen Geldern u.a. der EU. Eine langfristige und finale Lösung des Problems durch Kastrationsprogramme zu beheben, ist nicht vorgesehen, obwohl Beispiele aus dem eigenen Land (z.B. aus der Stadt Oradea) zeigen, dass nur flächendeckende Kastrationen die Hundepopulation senken können.
Der Grund für das Desinteresse der Politiker an diesen Maßnahmen, ist der befürchtete Erfolg solcher Aktionen, da man befürchtet, dass der tierische Rohstoff für das einträgliche Geschäftsmodell ansonsten ausgeht. So werden öffentliche Gelder für das Fangen und die Versorgung der Tiere, als auch für den Bau von Tierheimen zur Verfügung gestellt, die Tiere aber meist sofort auf bestialische Art und Weise getötet.

Hintergrund zur Geschichte der Straßenhunde in Rumänien:
Seit 20 Jahren werden die Hunde in Rumänien gefangen, gefoltert und in “Tierheime” gebracht – Vernichtungslager, wo sie grausam getötet werden, wenn sie nicht vorher verhungern oder verdursten. Hunderttausende von Hunden wurden in den Stadtlagern vernichtet, und dafür Millionensumme einkassiert.
Ein perfides Geschäft auf Kosten der Hunde:
Im Jahr 2001 hat der damalige Bürgermeister von Bukarest eine Kampagne gestartet, die zur Vernichtung von etwa 144.000 streunenden Hunden allein in der Hauptstadt führte, und dafür zwischen 2001 und 2007 fast 9.000.000 Euro (62 Euro pro Hund).
2007: Rumäniens Senat stimmt für das Gesetz PL 912/2007, das die Massentötung von Streunern verbietet und Kastrationsprogramme fördern soll.
2008: Das Tierschutzgesetz Rumäniens verbietet Massentötungen von Hunden. Das Gesetz wird allerdings 3 Jahre lang von Abgeordneten des Parlaments blockiert.
Zwischen 2008-2010 wurden 20.000 Hunde in Constanta getötet für die 1,5 Millionen Euro kassiert wurden (75 Euro pro Hund). Doch geändert hat sich nichts.
In Brasov wurden in den letzten 10 Jahren (2001-2011) über 30000 Hunde bestialisch getötet.
Am 1. März 2011 stellt der damalige Präfekt von Bukarest einen neuen Gesetzesentwurf vor (Änderung des Gesetzes 912), der die Entscheidung über die Handhabung der Straßenhunde in die Hände der einzelnen Bürgermeister legt. Euthanasie bzw. im Fall von Rumänien eher brutale Tötung oder nicht soll somit individuell entschieden werden können. Die Mehrheit der Bürgermeister ist allerdings PRO Tötung!
Am 07. März 2011 soll die Abgeordnetenkammer über das neue Gesetz abstimmen, doch die Abgeordneten weisen den Gesetzesentwurf ab um den Tierschutzorganisationen Gelegenheit zu geben Vorschläge zur Verbesserung zu machen.
Ende 2011 wird über das neue Gesetz, dass die Entscheidung über die Tötung der Straßenhunde in die Hände der rumänischen Bürgermeister legt, in der Abgeordnetenkammer mit 168 Stimmen für, 111 dagegen und 14 Enthaltungen abgestimmt. Es folgt eine Verfassungsklage.
11.01.2012: Rumäniens oberstes Verfassungsgericht hat das umstrittene Gesetz PL 912 bzw. dessen im Parlament angenommene Änderung aus November 2011, als verfassungswidrig erklärt. Das Verfassungsgericht entschied, dass Art. 6 und 8 des Gesetzes gegen die rumänische Verfassung verstoßen.Das Töten von Straßenhunden ist somit verfassungswidrig
10.09.2013: Das rumänische Parlament hat mit 266 Ja-Stimmen, 20 Nein-Stimmen und 23 Enthaltungen für die Gesetzesänderung und damit für die Tötung der Hunde gestimmt, die nicht innerhalb von 14 Tagen adoptiert werden.
Die Vergangenheit zeigt, dass die Tiere brutalst erschlagen, vergiftet oder erschossen werden.
Augenzeugenberichten zufolge wurde damit bereits begonnen.

Es häufen sich die Berichte, dass Menschen bei dem Versuch Tiere von der Straße zu retten, angegriffen werden auch deutsche Tierschützer wurden bereits bedroht.

BETREFF: +++EILT+++ Bitte um Richtigstellung Ihrer FEHLMELDUNGEN zum Thema Straßenhunde in Rumänien! +++EILT+++
Sehr geehrte Damen und Herren,
vorab möchte ich Ihnen dafür danken, dass Sie sich 2 Minuten nehmen, um meine Email zu lesen. Ich bin sehr erschrocken, enttäuscht und beschämt darüber, wie unsere Deutsche Presse mit dem Thema „Hundemassaker in Rumänien“ umgeht: Es wurde lediglich berichtet, dass Straßenhunde einen 4-jährigen Jungen getötet haben sollen und man deshalb nun den Rest der Straßenhunde zum Abschuss frei gegeben hat.
Hier stellen sich für mich gleich 2 riesige Probleme:
1. Es gibt so was wie Zeitungssprache, in der es heißen sollte „… ein Junge soll von Hunden getötet worden sein…“ und nicht „wurde getötet“. Die Idee dahinter – für die Neulinge unter Ihnen – ist, dass man nichts als Tatsache hinstellt, von dem man nicht sicher ist, dass es tatsächlich so gewesen ist.
2. Wenn Sie sich – nach dem grandiosen Fehltritt desjenigen, der die „Fakten“ zu diesen Artikel zusammengetragen hat (Azubi?) dennoch weiter mit dem Thema beschäftigt haben sollten – woran ich aber zweifle – hätten Sie festgestellt, dass mittlerweile in den rumänischen Medien hauptsächlich davon die Rede ist, dass der kleine Junge in Wirklichkeit einem Pädophilen zum Opfer fiel und NICHT den Straßenhunden. Hier auch ein Auszug aus dem Bericht einer der Vorsitzenden des Rumänischen Tierschutzverbandes:
Der Fall des 4-jährigen Kindes, der von Hunden getötet wurde, erscheint nun zunehmend unglaubwürdiger für die meisten Leute, die sich immer mehrere Fragen stellen. Das Kind wurde ca. 1 km von dem Park weit entfernt gefunden, und um dahin zu gelangen, hätte es einen sogar für einen Erwachsenen besonders beschwerlichen Weg hinterlegen müssen! Umso mehr für ein Kind! Es hätte einen steilen Hang überwinden und dann an Obdachlose vorbeilaufen müssen. Zudem bemerken die meisten nun das Verhalten der Eltern, die laufend in Fernsehsendungen zu sehen sind, und insbesondere das der Mutter, die merkwürdig entspannt und gelassen scheint. Um dieser Gelassenheit entgegenzuwirken, helfen manche Journalisten nach, indem sie den eigenen „Schmerz“ verkünden oder Fotos vorzeigen. Immer mehr Sachen passen nicht ins Bild. Und die Großmutter, die das Kind nicht beaufsichtigt hat, wird in keiner Weise beschuldigt oder zumindest befragt. Doch die ganze Schuld haben die Tierschutzorganisationen zu tragen!!!!!!!!!
Die Fernsehsender, ganz besonders Antena 3, führen eine kontinuierliche und intensive Lügen- und Verleumdungskampagne, mit Beschuldigungen und unvorstellbaren Szenarien gegen die Tierschützer und insbesondere gegen die Vereine. Die Tierschutzvereine seien „Widerlinge, die das Geld des Staates verschwinden lassen“, die „sich an Straßenhunde bereichert“ hätten, die „für Unsummen Geschäfte mit den Bürgermeistern abgewickelt hätten“, „Hochstapler, falsche Tierliebhaber, alle nur vom Interesse getrieben“. Der Verlust an Glaubwürdigkeit ist somit erzielt, so dass die Leute nun über Tierschutzvereine reden, als ob jetzt alle „Wahrheiten“ ans Licht gekommen seien. Falsche Statistiken, Bilder mit „wilden“ Straßenhunden, Interviews mit Menschen, die von Hunden „terrorisiert“ worden wären, überfluten die Medien diese Tage!! Es werden lauter falsche Geschichten und gefälschte Dokumente vor den Augen der Bevölkerung herumgeführt!
Bereits seit 10 Tagen besprechen und behandeln die Fernsehsender dieses Thema hysterisch.
Eine in der Geschichte Rumäniens noch nie dagewesene Kampagne, die besonders von dem Fernsehsender “Antena 3” (please, send protests to site@antena3.ro) geleitet wird, verheimlicht UNGLAUBLICHE POLITISCHE INTERESSEN! Der psychische und visuelle Druck ist unerträglich, der Lynchmord durch die Medien beispiellos!
Es ist uns gelungen, eine politische Macht zu besiegen, indem wir die Einführung der Euthanasie in 2011 verhindert haben! Nun hat sich ihre Strategie geändert, es wird Druck auf die öffentliche Meinung ausgeübt, der soll nun angeblich weiter die politische Entscheidung beeinflussen und begründen. Die Verleumdung und Schlammbewerfung der Tierschutzvereine und Tierliebhaber sind nun die Hauptziele der ganzen Bevölkerung, und sobald dies erreicht wird, führt es zur Umsetzung von Objektiven von höchstem finanziellen Interesse!
Das kollektive Gewissen wurde derart manipuliert, dass die Leute nun eigenhändig Hunde auf der Straße massakrieren, vergiften, mit dem Brecheisen erschlagen; die städtischen Tierheime werden über Nacht geleert; eine nationale Kampagne für das Einfangen der Hunde hat begonnen, Hundefänger dringen auch in den Höfen der Menschen ein. Das Bewusstsein der Menschen wird derart überrumpelt, dass diese sich sogar gegenseitig verleumden, angreifen und verstümmeln!
HEUTE WIRD DIE MASSENTÖTUNG DER HUNDE BESCHLOSSEN – 12:00 AM!!!
Der Protest gegen die Einsetzung von Zyaniden für den Goldabbau in Rosia Montana hat seit 9 Tagen 10.000 Menschen auf die Straßen getrieben. Obwohl es eine noch nie zuvor dagewesene Protestaktion in Rumänien ist, reden die Fernsehsender nur höchst selten davon, und behandeln fast ausschließlich das Thema des Kindes, das von Hunden gebissen wurde und gestorben ist.

Es werden gleichermaßen einfach alle Tiere ermordet – Alte, Junge, Welpen, Kranke und Gesunde. Die Wenigen die versuchen, einzelne Tiere zu retten, werden diskriminiert, beschimpft und teilweise sogar tätlich angegriffen. Der Rest Europas steht fassungslos daneben und kann nicht begreifen, wie ein in die EUROPÄISCHE UNION integriertes Land fähig ist, solche grausamen Taten vor unseren Augen zu begehen. Und die Deutsche Presse stellt das Ganze als „notwendig“ hin, um der „Plage“ Herr zu werden!
Nun bitte ich Sie eindringlich um Folgendes:

Ich hatte sie schon angeschrieben und sie meinten, es an die verschiedenen Magazin- und Nachrichtenredaktionen des Senders weiterzuleiten. Und dass eine Chance über Berichte darüber besteht, sofern es ihnen als relevant und interessant genug erscheint. Sicher müssten sie also vor allem den Eindruck einer entsprechenden Nachfrage haben. Die man mit einer Kontaktaufnahme zeigen könnte.

Betreff: Protest!° Stop killing innocent dogs - Shame on Romania>
Sir,
a few minutes ago I received the news that, mainly due to pressure by your person, the Romanian parliament is to vote FOR a mass killing campaign of Bukarest's and Romania's strays. You, as well as I know, that this child was the victim of sexual abuse and killed, not by dogs, but by people. All it took was a dog to be seen near the body to start a nationwide witch hunt for the most innocent of all. Clearly that is also to divert people's attention away from the gold mine issue at Rosia Montana. The extraction of the gold will be done via the use of Cyanide compounds, and citizens rightly took to the streets about it. So now these animals are used as a diversion and as scapegoats by your government. Not for the first time, that is. In Bukarest and many other places in Romania dogs and cata a butchered in the streets - poisoned, burned alive, stabbed, suffocated, run over, shot. If nothing else matters to you, just think of what an example you give the children standing by.
The world is looking on and demands of you, as does the EU Intergroup for Animals Welfare, to stop this heinous crime forthwith, and admit to the truth in this matter: that the animals are NOT to be blamed.
So many people have worked hard, and financed it with their own money and ressources, to help Romania deal with the stray animals population humanely. And now all that is destroyed in a few weeks of utter madness.
Stop it. NOW.
We do not understand the interests of the Romanian authorities to continue or implement again a method that has proven over the world to be failed, expensive, but as well immoral, shameful.
We do not understand why, despite all the evidence:
The benefits of dog sterilization the results obtained in Oradea, where, by the Sterilisation and Return programme, the number of stray dogs decreased from 5000 to 300 the outcomes of the World Health Organisation’s study (undertaken between 1981 and 1988) concluding that “the euthanasia or incarceration programmes which are both inefficient and expensive”
The experiences of other countries that, after years of mass murder without effect, implemented mass sterilization laws having noticeable effects, you do not accept to implement the only solution for managing the dogs, that is the sterilisation and return of the gentle and healthy stray dogs, compulsorily accompanied by the sterilization of dogs with owners that are the main source of street dogs by mass abandoning. Approximately 5 million puppies are born in Romania in rural areas every year, some of them being killed by their owners and the others being abandoned in the street. So long as the dogs with owners will not be sterilized, through coherent programmes, the streets will never be free of dogs.
We also remind you:
the Constitutional Court of Romania decided (Decision 1/2012) that euthanasia is ILLEGAL as a stray dogs management method until all other solutions have been applied properly, uniformly and with responsibility by local authorities The Lisbon Treaty (art. 13, TFEU) states that the “animals are sentient beings” the European Parliament Resolution of 4 July 2012 on the establishment of an EU legal framework for the protection of pets and stray animals ( 2012/2670 (RSP )
We ask you for an URGENT STERILIZATION & RETURN LAW OF ALL STRAY AND OWNED DOGS
Romania is already known by animal cruelty . Please, be advised that if the killing of dogs starts, we will show to the entire world the reality of the dog camps, we will notify worldwide about the financial interests behind the business of killing dogs, we will withdraw any support that we have given so far to your country, we will boycott Romanian products and tourism, as no one will want to associate with a corrupt, cruel and immoral country.
Sehr geehrte Damen und Herren
ich begrüße die offizielle Aufforderung der Animal Welfare Intergroup, die systematische Schlachtung von Straßenhunden in Rumänien zu unterbinden.
Doch was nun? Am Wochenende hat sich die Lage in dem EU-Land (!?) Rumänien dramatisch entwickelt. Mittlerweile ist nach Augenzeugenberichten in vielen Städten ein Mob auf den Straßen unterwegs, der jeden Hund, dem er habhaft werden kann, totprügelt, stranguliert, in Plastiktüten erstickt oder zu Tode tritt! Die Lage eskaliert - selbst Mitarbeiter von Tierschutzorganisationen werden bereits körperlich bedroht.
Mich erreichten in den zurückliegenden Tagen beunruhigende Nachrichten. Es kursieren Gerüchte, dass Tierärzte keine Impfpässe mehr ausstellen dürfen, um so eine Ausreise von Tieren zu verhindern. Davon betroffen sind auch Hunde, für die bereits eine End- oder Pflegestelle gefunden und deren Ausreise bereits organisiert (und bezahlt) worden ist.
Selbst private Tierheime erwarten am morgigen Montag Besuch von einer behördlichem Abordnung, die den Tierbestand aufnehmen soll. In die Public Shelter sind in den vergangenen Tagen Unmengen an zusätzlichen Straßenhunden gesperrt worden.
Wie gedenkt die EU auf diese Entwicklung zu reagieren? Und ganz wichtig - in welchem zeitlichen Rahmen? Mit welchen Mitteln sind Sie aktiv?
Sicherlich ist der Tod des vierjährigen Kindes sehr tragisch - das nachweislich dritte Todesopfer durch Hundeübergriffe seit 2009. Das rechtfertigt jedoch nicht dieses Vorgehen, wie es derzeit in Rumänien praktiziert wird, weil Regierung und Verwaltung in den vergangenen Jahren ihre Hausaufgaben nicht gemacht haben - und dafür auch noch mit EU-Geldern belohnt worden sind.
Ist es im 21. Jahrhundert in unserem so hoch gelobten Staatengebilde wahrhaftig notwendig, dass man mehr oder weniger taten- und machtlos solch einem mittelalterlichen Gebahren zusehen muss? Welchen Sinn macht dann eine europaweite Gesetz- und Verwaltungsstruktur?

Sehr geehrte Damen und Herren,
Wir sind erschüttert vom nächsten Fall von Gewalt gegen ein hilfloses Tier in Bulgarien. Das ist trotz des Präzedenzfalls im Dorf Topolovo bei Assenovgrad geschehen - oder, wer weiss, vielleicht nicht „trotz“, sondern ausgerechnet „wegen“ des Topolovo-Falls, da 3 Monate nach dem Verbrechen der Täter immer noch kein gerechtes Urteil bekommen hat, was bei manchen die falsche Überzeugung schafft, dass sie demonstrativ und unbestrafterweise Grausamkeiten zu Tieren begehen könnten, obwohl § 325b vom Strafgesetzbuch derartige Verhaltungsweisen klar und deutlich als Verbrechen festlegt.
Ein identisches Drama spielte sich am 09.09.2013. im Dorf Wodolej, Gemeinde Veliko Tarnovo, ab. Ein Hundebesitzer - band seinen Hund am Heck seines Autos und schleppte ihn bei hoher Geschwindigkeit bis zur quer durch das Dorf verlaufenden Schlucht, wo er das Tier wegschmiss. Was hatte denn der Hund getan, um solche Barbarie zu verdienen? Naja, er soll eine der Puten seines Besitzers hinterher gelaufen sein. Zum Glück haben Nachbarn des Monsters sein Verbrechen gesehen und unverzüglich die Polizei in Veliko Tarnovo informiert. Die Polizisten haben keine Zeit verloren und gleich eine Ermittlungsgruppe zum Tatort geschickt. Der Täter wurde gefunden, der Hund - von der Schlucht rausgenommen und den Vertretern des Tierschutzvereines für veterinärmedizinische Behandlung und weitere Pflege abgegeben.
Die Tatsache, dass solche Fälle von Grausamkeit und unmenschlihem Verhalten zu Wirbeltieren häufiger vorkommen, ist an sich mehr als beunruhigend und stellt eine Art Index für den seelischen Verfall vieler der bulgarischen Bürger dar und auch dafür, wie weit sie sich von den humanistischen Prinzipien befinden, welche in den entwickelten EU-Ländern, zu denen Bulgarien gerne gehören möchte, den Alltag regeln. Die Toleranz zu solchen barbarischen Verhaltungsweisen, sprich zum Tiermisbrauch, würde das Ansehen unseres Landes in Europa noch mehr beflecken und uns den Ruf von unzivilisierten Barbaren schaffen.
Mit Rücksicht auf die o.g. Gründe, und mit der Absicht, weitere Fälle von Gewalt gegen Tiere in Bulgarien zu verhindern, bitten wir Sie höflichst, die erforderliche Unterstützung zu leisten, damit das begangene Verbrechen objektiv und vollständig ermittelt, und der Täter gemäß § 325b vom Strafgesetzbuch sowie der Schwere seines Verbrechens entsprechend verurteilt wird.

From now on MORALITY, CONSCIENCE, EDUCATION, CIVILIZATION, LOGIC and RELIGION do not mean anything for this ...country of criminals!
We deeply regret the tragedy that happened to the little boy who was, apparently, killed by dogs and we are sorry that we have to tell you that your action is due since too long!
You are the ones to blame in case of incidents with stray dogs in which citizens come to damage, and not the abandoned, homeless dogs who find themselves on your streets with no fault of their own. But if you insist in applying the same methods of dog mass murder that have been conducted in Romania for 20 years and which did not solve the problem, the risk will remain permanent. Countless animals will have died in vain because nothing will have changed.
The horrible law you have just apprroved will only show the world that Romanians are incapable of implementing civilized, modern, and humane methods to prevent the proliferation of stray dogs. For years and years a law which would have made the sterilization of dogs mandatory has been blocked by those who did not find any financial advantage in reducing the number of dogs they can kill with impunity , while receiving public money to manage the stray dogs populations in their towns...Count less international organizations have offered FREE HELP...yet , NO most mayors have decided that KILLING will benefit them better...what would happen is there arae NO MORE strays on the streets and the public money for this issue would be cut ?????

Protest gegen das Blut-Spektakel/ Aufführung „ORGIEN-MYSTERIEN THEATER“ von Hermann Nitsch vom 21.-23.06.2013 im Centraltheater Leipzig
Sehr geehrter Oberbürgermeister Jung,
ich wende mich heute an Sie, um eindringlich gegen die geplante Aufführung von Hermann Nitsch im Centraltheater zu protestieren und fordere Sie auf, dieses blutrünstige Spektakel abzusagen.
Für diese Veranstaltung werden Tiere kurz vorher getötet, ohne dass aus tierschutzrechtlicher Sicht ein vernünftiger Grund gegeben ist. Zudem sieht die Veranstaltung vor, dass die Tiere auf der Bühne ausgeweidet werden, Protagonisten sich in Tierkadavern wälzen, auf den Gedärmen herum trampeln und sexuelle Handlungen an den Tierleichen verübt werden.
In Zeiten wo es so viel brutale Gewalt an Tieren gibt und wir Tierschützer mit aller Kraft gegen Sodomie und sexuelle Verbrechen an Tieren kämpfen, ist das ein völlig falsches Signal an die Gesellschaft ! Wir brauchen Menschen, die sich für Empathie für Tiere einsetzen und keine Perversen, die Gewalt an Tieren inszenieren und verherrlichen, nur um sich selbst in Szene zu setzen!
Bei allem Respekt für die Kunst, ist fraglich, ob man hier von „künstlerischer Motivation“ und somit der Begründung der Aktion durch künstlerische Freiheit gesprochen werden kann, wenn Nitsch zugibt, Tiere gern zu quälen:
Nitsch: „Mühl ist spezialisiert auf Minderjährige und Sex und ich bin spezialisiert auf qualvolles Martern von Viechern.“ (Falter 24-30. 7, Nr. 30, 1998, S. 18)
Nitsch geht in seiner Phantasie sogar noch einen Schritt weiter:
„Die nackte Leiche eines neunjährigen Mädchens wird auf eine Kirchenbank gelegt; das Geschlechtsteil des Mädchens wird aufgeklafft; mit einer Silbersonde wird mehrmals tief hineingestochen; das Geschlechtsteil wird mit einem Skalpell zerfleischt; Zuckerwasser wird auf die blutige Wunde geschüttet; Nummer O saugt und schleckt das gezuckerte Blut von dem zerfleischten Geschlechtsteil…“. Zitat 2 „…Christus leckt und schleckt den blutigen Kot von den aufgeplatzten Gedärmen und den Geschlechtsteilen der Frauen…“ Zitat 3 „…Homosexuelle springen auf den Panzer und begatten Christus, welcher laut und wollüstig schreit…“ (H. Nitsch, „Die Eroberung Jerusalems“)
Eine mögliche Argumentation, Nitsch wolle mit der Tötung der Tiere für die Bühne angeblich auf die Massentierhaltung aufmerksam machen, halte ich für eine fadenscheinige Ausrede. Das wäre genauso absurd, wenn er auf der Bühne einen Menschen hinrichten würde, um damit angeblich auf „Humanität“ aufmerksam machen zu wollen.
Auch rechtlich ist diese Veranstaltung bedenklich und verstößt möglicher Weise gegen folgende Gesetze:
1. Zuwiderhandlung gegen § 1 des Deutschen Tierschutzgesetzes (Niemand darf einem Tier ohne vernünftigen Grund Schmerzen, Leiden oder Schäden zufügen.“)
2. gegen Religionsverunglimpfung gemäß § 166 StGB („Wer öffentlich oder durch Verbreiten von Schriften (§ 11 Abs. 3) den Inhalt des religiösen oder weltanschaulichen Bekenntnisses anderer in einer Weise beschimpft, die geeignet ist, den öffentlichen Frieden zu stören, wird mit Freiheitsstrafe bis zu drei Jahren oder mit Geldstrafe bestraft.“)
3. Das Veterinäramt Leipzig äußerte dazu: „Das gezielte Töten eines Tieres zum Zwecke der Verwendung von Fleisch oder Schlachtnebenprodukten für die Zurschaustellung widerspricht dem Tierschutzrecht“.
Auf change.org haben schon mehr als 17.000 Menschen mit Ihrer Unterschrift gegen die Aufführung von Nitsch protestiert und für den Fall der Aufführung wird es ebenfalls Demonstrationen von Tierschützern geben.
Bevor öffentliche Gelder für ein solches Theater ausgegeben werden, halte ich es für sinnvoller, diese Mittel lieber an hochwassergeschädigte Tierheime in Sachsen zu spenden!
Ich bitte Sie eindringlich, diese blutige Veranstaltung abzusagen, denn Sie ist weder ethisch moralisch vertretbar, noch pädagogisch wertvoll. Die Stadt Leipzig hat sicher schönere Kultur zu bieten als ein blutrünstiges Spektakel auf dem Rücken von unschuldigen Tieren und sollte solchen perversen Selbstinszenierungen keine Plattform einräumen.
Abgesehen davon, kann feiger Mord an Tieren niemals „Kultur“ werden.
Als langjährige Tierschützerin bin ich aufrichtig schockiert.
„Solange der Mensch denkt, dass das Tier nicht fühlt, muss das Tier fühlen, dass der Mensch nicht denkt.“

Sehr geehrter Herr Botschafter Dr. Lazăr Comănescu,
die Regierung Ihres Landes hat den Streunertieren den Krieg erklärt.
Zum Anlass wurde genommen, dass ein kleiner Junge, der unter Aufsicht seiner wohl sehr unachtsamen Großmutter stand, dieser entwischte und dann einen sehr beschwerlichen Weg über mehrere Kilometer, ganz allein bewältigte und dort von Streunerhunden angefallen und zerfleischt wurde.
Es gibt einige verschiedene Versionen wie das Kind eigentlich zu Tode kam, es ist auch von Pädophilen die Rede, die das Kind vergewaltigten, ermordeten und dann den hungrigen Hunden „zum Fraß“ hingeworfen haben sollen. Die „Wahrheit“ werden wir wohl nie erfahren.
Nun werden alle Hunde in Rumänien doppelt für diesen wahrlich abscheulichen Mord bestraft.
Zum ersten dafür, dass sie von ihren ehemaligen Haltern, als sie nicht mehr klein und niedlich waren und wohl auch Arbeit und Dreck machten und zudem auch noch Geld kosteten, einfach auf die Strasse gejagt und sich selbst überlassen wurden, wo sie sich unkontrolliert vermehrten, da ja Geld auszugeben für Kastrationen von den ehemaligen Haltern, auch für überfüssig gehalten wurde .Irgendwer wird sich schon kümmern….
Zum zweiten dafür, dass sich gewissenlose, raffgierige Menschen die Gelder, die von der EU für Kastrationen und den Aufbau und Erhalt von Tierheimen bereitgestellt wurden, in die eigene Tasche wirtschaften und sie sich am Elend der Ärmsten und Schwächsten skrupellos bereichern
Das ist ein allseits bekanntes Problem, aber es interessiert keinen.
Ich weiß, dass es den meisten Leuten in Rumänien schlecht geht, dass die wirtschaftliche Lage dort sehr schwierig ist. Aber ist das die Schuld der Strassentiere???
Ich kann durchaus nachvollziehen, dass Horden von hungrigen Streunerhunden zum Problem in den Städten werden! Aber ist das die Schuld der Hunde???
Es ist ein von Menschen verursachtes Problem und sollte von diesen „menschlich „ gelöst werden, indem die von der EU dafür subventionierten Gelder auch zum Aufbau moderner Tierheime mit ausreichender Verpflegung und medizinischer Versorgung und vor allem zur Kastration verwendet werden, um die Überpopulation einzudämmen. Mit Massentötungen ist das Problem niemals zu lösen. Wäre es so, dann dürfte es in Rumänien längst keine Streuner mehr geben.
Es müssen auch die Hundehalter viel stärker in die Pflicht genommen werden. Jedes Tier MUSS gechipt UND registriert werden, damit es seinem Besitzer zugeordnet werden kann. Es muss ein Gesetz auf den Weg gebracht werden, dass auf Aussetzen oder Töten der Tiere drastische Geldstrafen stehen und dieses Gesetz müsste dann auch konsequent angewandt und durchgezogen werden. Die Menschen straft man am wirksamsten über den Geldbeutel.
Ich weiß, dass es auch in Rumänien sehr viele Menschen gibt, die Tiere lieben und sich für sie einsetzen, denen die Massenhinrichtungen, genauso wie den Menschen hierzulande, ans Herz gehen. Trotzdem fällt es mir schwer, für Rumänien Sympathie zu empfinden und rumänischen Mitbürgern in meiner Nachbarschaft, oder im Kollegenkreis unvoreingenommen entgegen zu treten.
Ich hoffe von ganzem Herzen, dass die rumänische Regierung zur Besinnung kommt und einlenkt und das Problem auf humane Weise zu lösen versucht und ich hoffe auch, dass Sie als Botschafter Ihres Landes alles in Ihrer Macht stehende tun, um die Regierung dahingehend zu beeinflussen.
Mahadma Ghandi sagte einst:
„Die Größe und den moralischen Fortschritt einer Nation kann man daran messen, wie sie ihre Tiere behandeln.
Je hilfloser ein Lebewesen ist, desto größer ist sein Anrecht auf menschlichen Schutz vor menschlicher Grausamkeit“.
Kann es Ihnen gefallen Herr Botschafter, welchen Status Rumänien durch diese Barbarei in der restlichen Welt erreichen wird?
Der allergrößte Hohn ist für mich, dass der rumänische Staatspräsident Traian Basescu 2006 von der Stadt Köln den Konrad-Adenauer-Preis verliehen bekam…Konrad Adenauer war ein großer Tierfreud, er hätte sich im Grabe umgedreht!

STOP mass killing dogs! Adopt mass sterilization!
For the attention of the Romanian authorities:
We regret the tragedy of the child killed by dogs. Such dramas should not repeat. But if you insist in applying the same methods of dog mass murder that has been conducted in Romania for 20 years and that has not resolved the problem in the streets, this risk will remain permanent.
We do not understand the interests of the Romanian authorities to continue or implement again a method that has proven over the world to be failed, expensive, but as well immoral, shameful.
We do not understand why, despite all the evidence:
The benefits of dog sterilization the results obtained in Oradea, where, by the Sterilisation and Return programme, the number of stray dogs decreased from 5000 to 300 the outcomes of the World Health Organisation’s study (undertaken between 1981 and 1988) concluding that “the euthanasia or incarceration programmes which are both inefficient and expensive”
The experiences of other countries that, after years of mass murder without effect, implemented mass sterilization laws having noticeable effects, you do not accept to implement the only solution for managing the dogs, that is the sterilisation and return of the gentle and healthy stray dogs, compulsorily accompanied by the sterilization of dogs with owners that are the main source of street dogs by mass abandoning. Approximately 5 million puppies are born in Romania in rural areas every year, some of them being killed by their owners and the others being abandoned in the street. So long as the dogs with owners will not be sterilized, through coherent programmes, the streets will never be free of dogs.
We also remind you:
the Constitutional Court of Romania decided (Decision 1/2012) that euthanasia is ILLEGAL as a stray dogs management method until all other solutions have been applied properly, uniformly and with responsibility by local authorities The Lisbon Treaty (art. 13, TFEU) states that the “animals are sentient beings” the European Parliament Resolution of 4 July 2012 on the establishment of an EU legal framework for the protection of pets and stray animals ( 2012/2670 (RSP )

Romania is already known by animal cruelty . Please, be advised that if the killing of dogs starts, we will show to the entire world the reality of the dog camps, we will notify worldwide about the financial interests behind the business of killing dogs, we will withdraw any support that we have given so far to your country, we will boycott Romanian products and tourism, as no one will want to associate with a corrupt, cruel and immoral country.

Sehr geehrte Damen und Herren,
vorab möchte ich Ihnen dafür danken, dass Sie sich 2 Minuten nehmen, um meine Email zu lesen.
Ich vermute, dass Sie bereits von der aktuellen Situation in Rumänien erfahren haben: es werden dort seit einigen Tagen auf Anordnung der Regierung ALLE Strassenhunde ermordet. Das heisst, sowohl Polizei, öffentlicher Dienst, als auch die Bürger von Rumänien selbst laufen durch die Strassen, hetzen die Hunde zusammen, werfen sie dann lebendig ins Feuer, steinigen sie, erschlagen sie und treten sie zu Tode. Es ist ein riesiges Blutbad und Massaker. Ich werde Ihnen die Bilder hier ersparen – sie können sie aber überall im Internet – hauptsächlich über Seiten wie Facebook oder Twitter finden. Es gibt hunderte Bilder. Es werden gleichermaßen einfach alle Tiere ermordet – Alte, Junge, Welpen, Kranke und Gesunde. Die Wenigen die versuchen, einzelne Tiere zu retten, werden diskriminiert, beschimpft und teilweise sogar tätlich angegriffen. Der Rest Europas steht fassungslos daneben und kann nicht begreifen, wie ein in die EUROPÄISCHE UNION integriertes Land fähig ist, solche grausamen Taten vor unseren Augen zu begehen.
Damit Sie auch die Hintergründe kennen, möchte ich kurz noch einmal die wichtigsten Fakten zusammenfassen:
Dem Präsidenten und der Regierung sind die Straßenhunde seit Langem ein Dorn im Auge – obwohl sie NIEMANDEM etwas tun. Nun gab es vor einer Woche einen Zwischenfall, bei dem angeblich ein kleines Kind von Straßenhunden angefallen und getötet wurde. In der Zwischenzeit aber wurden viele Berichte aus Zeitungen und Fernsehen in Rumänien selbst veröffentlich, die sagen, es wäre in Wirklichkeit ein Fall von Pädophilie gewesen. Der „Zwischenfall“ wurde aber vom Präsidenten Rumäniens als DIE Gelegenheit gesehen, um das Problem der Straßenhunde in den Griff zu bekommen. Welche Geschichte nun stimmt, mag ich mir nicht anmaßen zu entscheiden. Unabhängig davon dürfte aber jedem vernünftig denkenden Lebewesen klar sein, dass man nicht TAUSENDE Hunde ermorden kann, selbst wenn 2 oder 3 ein Kind angefallen hätten. Rumänien kämpft seit Jahren gegen zunehmende Armut und sucht nun nach einem Sündenbock, an dem sich die Bevölkerung abreagieren kann.
Die Regierung hat gestern offiziell das Gesetz verabschiedet, dass die Tötung aller Straßenhunde bestimmt. Nun sind bereits manche Städte hundefrei – die Hunde, die der ersten Rage der Menschen entkommen konnten, wurden vergiftet. Nur wenige – die in Tierheimen in Sicherheit gebracht werden konnten, leben noch. In anderen Städten sieht es noch nicht so schlimm aus.
Wir versuchen nun, die Überlebenden zu retten – über das Schicksal der Tierheimhunde soll in 3 Wochen entschieden werden. Wobei die Tierschützer in ständiger Angst leben, wann der aufgebrachte Mob in die Heime einbricht und alles, was dort noch lebt, ermordet.

Aber bitte bedenken Sie: wir haben bereits einen Großteil der Bevölkerung in Deutschland, Frankreich, Belgien, Holland usw. über die Massaker informiert – die Touristen werden ohnehin zu großen Teilen nach und nach ausbleiben. Dear Mr. Schulz,
We turn in the names of many animal rights activists and deeply horrified citizens to you.
We hereby urge you to take action against the brutal mass killing of thousands of innocent stray animals in Romania immediately. We do not tolerate that the EU and as your President, continue to stand idly by in an unprecedented bloodbath in Europe! There is inconsistent, that you one hand on behalf of the EU, the “Nobel Peace Prize 2012 ”received and then on the other hand a war against dogs and cats in Europe are let. animals a solid and worthy of protection component our society and should not be excluded from life, nor from the law or ethical-moral values in Europe.
The situation in Romania has dramatically intensified a week ago as a young boy allegedly said to have been killed by stray dogs. The media played the event incredibly high, and sparked a targeted mass hysteria of the population, which began immediately all stray dogs in a brutal way to kill, to shoot or to light alive. A few days later, the government used this staged on 10.09.2013 mood to a euthanasia law that the killing of all stray animals in Romania provides to decide. Since an incredible slaughter of the animals takes place in Bucharest alone threatens 65 000 dogs, the cruel death. Animal welfare organizations have had to close their offices, animal rights activists fear for their lives. Due to many inconsistencies in the case, has now confirmed that the little boy was NOT killed by street dogs, but probably should have been the victim of a pedophile crime. , it gives the impression that this is a long-cherished plan staged perfidious from the Romanian government implemented was. The Romanian government of President Traian Basescu tried for years the “euthanasia law PL912″ against the resistance of the animal rights activists assert. Between 2004 and 2009, an incredible 10 million street dogs were killed in Romania! In a figurative sense, this is a “genocide” in dogs as it has never existed before. There were almost as many dogs killed as the entire population of Romania! The brutality with which animals are killed is unprecedented. The dogs were hanged, living doused with acid, they were living with the Flex sawed off the paws, etc.
By now enforced euthanasia law of this cowardly murders will continue.
Romania shows that, once again, that it is not a civilized country and not having moral maturity to be a member of the EU. The problem of street dogs resulted solely from the irresponsibility of the people who threw these animals on the road they are not neutered and did not care about them. Instead of taking responsibility for the animals and humane and civilized way to decimate the population of the animals by castration and consistent to adopt, there is the Romanian government only cold-blooded murder as a supposed solution. Numerous studies show that killing does not lead to the decimation of the population. There are many NGOs and Romanian animal rights activists who have made and shown outstanding work in recent years, how to by neuter & release measures, and care can effectively and humanely manage the problem of street dogs. fact that Romania against the Constitutional Court represents, and to date, the implementation of appropriate and ethical measures of population control (WHO) has refused, a perfidious background. In Romania, a lucrative business model has evolved to earn the dog hunter, municipalities and mayors million euros with the murder of stray animals.
Up to € 250 per dog paid by municipalities to animal shelters for accommodation. Funds are part of EU funds and in any case tax dollars and mean certain death for the dogs . Man looking at tendering the cheapest shelter, where the animals are after arrival often equal murdered or die of starvation – causes zero cost – brings 100% profit.
more aggressive and dangerous dogs in the media can be shown, the more one has the legitimacy to . assassinate a lucrative business, also funded by EU.
We therefore urge you to review the payment and appropriate use of EU funds in Romania and to end this possible misuse of EU funds. it can not be that every tax-paying EU citizens is made involuntarily to the dog killer, because with these funds will subsidize the killing of dogs!
It’s bad that it could come in Romania so far, especially against the background that we animal rights activists, both you, Mr Schulz, including all MEP `s in the last few years constantly on the murder of millions of stray animals and the use of EU agents have noted, interspersed with information, pictures and facts into knowledge. Countless petitions Written Declarations and protests were addressed to the European Parliament, many delegations from animal rights activists traveled to Brussels for talks. All that remained without significant changes and achievements.
We do not take longer accept that you and the EU Parliament will continue to stand idly such a inhumane and criminal goings-on in Romania and can thus be exploited for the local system.

Please know that mass killing of dogs is the worst decision possible: it is irrational, expensive, rejected by the World Health Organization (WHO) recognizing that dog slaughter has no result on the dog popluation in the street.
It is an as well known fact that killing stray dogs only pursues certain financial interests, as it is become notorious that tens of millions of EURO have been used formally, on paper, for stray dog management however in fact such amounts were used for other interests.
MASS SPAYING AND NEUTERING is the only LONG TERM solution for the decrease of the stray dogs phenomenon, as it aims to the source of the problem.
Mass killing is simply not the answer and is totally unacceptable in the civilized world of today.
We kindly expect from the Constitutional Court to prove it is correct and righteous and thus confirm by its current Decision the legal constitutional precedent given by the Decision 1/2012.
It is shameful that cruel mass slaughters of dogs can still happen in a member state of the European Union of the 21st century. The world is looking forward to hear you have reached the only correct and humane decision regarding the welfare of these animals, according with European and ethical norms, with the requests of the entire world, with the appeals from 6th and 11th September of European Parliament - Intergroup on the Welfare and Conservation of Animals who considers that this „horrible and useless massacre of dogs” „goes against the values and objectives of the Treaty on the functioning of the European Union”.
Please, be advised that if the killing of dogs starts, we will show to the entire world the reality of the dog camps, we will notify worldwide about the financial interests behind the business of killing dogs, we will withdraw any support that we have given so far to your country, we will boycott Romanian products and tourism, as no one will want to associate with a corrupt, cruel and immoral country.
We ask you to restore the image of your country and your people in the entire world and say NO to killing and ask for implementation of a real, effective and civilized dog management program by mass spaying and neutering

in accordance with art. 77 paragraph (2) of the Constitution of the Romanian Parliament a request for review of the Law on amending and supplementing Government Emergency Ordinance no. 155/2001 on approval of the management of stray dogs.
1. Technique legislative breaches on 10/09/2013, Legal, Discipline and Immunities and Public Administration , Territorial Planning and Ecological Balance filed Permanent Bureau of the Chamber of Deputies, Joint Report on the request for review of the Law on amending and supplementing Ordinance emergency Government Ordinance no. 155/2001 on approval of the management of stray dogs following the decision of the Constitutional Court no. 1/11.01.2012 sent to the Commission for Public Administration Territorial Planning and Ecological Balance and the Legal, discipline and immunities to review, on 18/03/2013.
Ab initio, please note that the two commissions had time to reach you, consider that sufficient and reasonable (about 6 months) for the preparation and submission of the Joint Report.
However, we are aware that the Report is subject to criticism, being superficially prepared, in haste, under the pressure of time and on purpose omitting issues of law and fact, known to members of the Chamber of Deputies which could influence their vote or content of the allowed amendments.
The Legislation knows two great moments:
a) The establishment of social situations which require legal regulation
b) The separation of legal ideal should apply these statements depending on a company's legal consciousness.
Legislative action involves changing trend, innovation of new normative legal solutions, rated as superior as or better than existing regulatory solutions.
Action regulation is subject to strict discipline as do the legislative procedure, the Parliament being held inter alia to respect the Constitution and the decisions of the Constitutional Court of Romania.
To think and act otherwise is to accept abuse, chaos and lack of accountability of the legislative process and pernicious influence on Romanian society and the Romanian state. In culpably, the joint committee of the two major theses in recitals hides Constitutional Court Decision no. 1/11.01.2012 mandatory both in terms of device and accounting considerations and the legal and factual basis for these two committees have submitted Joint Report of the Standing Bureau of the Chamber of Deputies.
Thus, although the findings are cited in the report of the Constitutional Court:
�... the Constitutional Court finds that the wording of Art. 1 section 8 of the law does not meet the requirements of foreseeability required by art. 1 paragraph 5 of the Constitution of Romania, republished. The Court notes that the text of art. 1 section 8 of the Act sets out the proposed solutions regarding the obligation of public authorities to tackle the stray dogs without regard for the order to be applied so that the public authorities responsible for applying the much criticized law will be put in a position to randomly choose one or more of these. However, the proposed solutions of an act can not be applied randomly, the legislature is required to establish the conditions, methods and application of clear criteria and objectives. Thus, based on the much criticized law, the Court noted that the Legislature should establish a priority order on these solutions and the solution euthanizing stray dogs to be applied only as a last resort and only when all other solutions have been consistently applied by local authorities, but have not reached to limit or eradicate this phenomenon - of the importance of providing the order of application of legislative measures, see Decision no. 536 of 28 April 2011, published in Official Gazette of Romania, Part I, no. 482 of 7 July 2011" are omitted other equally important sentence: "Human dignity, from a constitutional point of view, involves two inherent dimensions, namely the relationships between people, which targets the right and duty of the people to be respected and accordingly, to respect fundamental rights and freedoms of their peers (see, to that effect, and Decision no. 62/18.01.2007, published in the Official Gazette of Romania, Part I, no. 104 of 12.02.2007) and the human relationship with the environment, including the animal world, which implies, for the animals, man's moral responsibility to care for these creatures in a way to illustrate the nature of civilization achieved."
In this way the proposed and approved amendments but also the spirit and the essence of the law were flawed.
The Constitutional Court states that the euthanasia of stray dogs should be applied only as a last resort and only when all other solutions have been consistently applied by local authorities but have not reached to limit or eradicate this phenomenon (to observe and Decision 536/28.04.2011 of the CFR).
We question the Joint Report due to the absence therein of:
Ascertaining proper application / inappropriate alternative solutions among which the most important is the sterilization of stray dogs by local authorities;
Reasons for the improper application of alternative solutions, in terms of justifying the necessity of applying since the beginning of the "final solution"
This Joint Report should have included the amendments allowed for the purposes mentioned above. This omission was intended to protect those involved, responsible and decision makers in local government who have been unable or unwilling for illicit reasons to solve the problem of stray dogs using the legislative framework at hand until the occurrence of the tragic event in September 2013.
There is a preliminary assessment of the impact of proposed legislative changes through amendments to the Romanian society. The only "assessment" was made through the statements of leaders, opinion formers and politicians, transmitted in society and media channels and the deeply unserious idea appeared which stated that the only solution is killing all the dogs as the only solution.
A large amount of people disagree this monstrous idea and are being mocked. In relation to this last category of people among which we count ourselves, we want to show that the law itself, the solutions adopted, produce us a deep sadness.
We believe the law to be promulgated in this form violates human dignity, because the legislature will actually target the mass killing of stray dogs. This explains the different and changing period in which they can be accommodated in shelters, from 30 days to 14 days (art. 4 of the Act) and the ambiguity of formalities that must be met, versus a real opportunity to save their lives. The period of 14 working days is insufficient for evaluating, medical sterilization, control and possibly medical treatment, vaccination, deworming, immunization, micro chipping, knowing that a dog which did not go through these phases can not be given for adoption. Moreover, in the same period, the adopter must prepare necessary documentation (proof of space that results in appropriate conditions for growth and housing of dogs, financial resources for the raising and maintenance of dogs, owners� or shareholders� agreement with backyard neighbours, adoption fee-which amount is not known until now). Also, in the same period, the adopter must be effective and create conditions that can not take formal notice of the existence of the dog offered for adoption, its characteristics and the time remaining until his murder.
We conclude that Parliament did not want to take responsibility to use appropriate terms.
Thus, although euthanasia is a method for suppression of life, medical assistance and that sole noble purpose of the subject of further protecting the suffering caused by an incurable disease, the term is used by the legislator wrongly, being violated so binding principles defining the concepts that undertake within the proposed legislative solutions to achieve an explicit configuration of concepts and terms used in the new regulations that have another meaning than the common, to ensure their proper understanding and thus avoid misinterpretation (article 25 of Law 24/2000 republished).
The legal document should be written in a language and style, specific legal regulation, concise, sober, clear and precise to exclude any ambiguity, in strict compliance with the rules of grammar and spelling. The specific terms may be used only they refer to the activity mentioned in the regulation.
Excellence, please note that in:
- art. 7 paragraph 2 of the Act: �Unclaimed dogs will be euthanized and not adopted .....�,
- art.7 paragraph 3 of the Act: "The decision for euthanasia is issued for each dog ....�
- Art. 7 paragraph 4 of the Act: "Pending the euthanasia procedure can be claimed or adopted dogs",
the term euthanasia is used in the wrong way and with its wrong significance.
Correctly and according to the will of the Romanian Parliament in place of the term euthanasia, the term murder or killing should be used. As a related fact, to demonstrate that the euthanasia procedure and how the meaning of this term is described in art. 5 of the law, a careful and impartial observer must be comprised by confusion in understanding and applying the provisions of art. 7 of the law.
The Romanian Parliament should consider that as just this once, to take full responsibility for its intentions. If we wanted to euthanize stray dogs then, unequivocally and correctly, the procedure for suppression of life can only target incurably ill dogs. If the legislature intended the disappearance of all stray dogs, the correct term to be used was killing or murdering.
2. Social peace. Respect for human dignity:
According to art.4 ( 1 ) of the Constitution: "The State foundation is based on national unity and solidarity among its Romanian citizens"
According to Art. 4. (2) of the Constitution of Romania: "Romania is the common and indivisible homeland of all its citizens regardless of race, nationality, ethnic origin, language, religion, sex, opinion, political adherence, property or social origin"
Excellence, please respectfully state that:
There are many Romanian citizens who are not convinced that killing all stray dogs is a moral and civilized solution;
There are many citizens of this country who believe that local authorities and the public should respect the obligation to provide correct information to the citizens in public affairs and matters of personal interest (art. 31 paragraph (2) of the Constitution).
Legislative solution adopted without showing reasons which made it impossible to apply alternative methods without showing those responsible for this failure, has divided society and undermined the solidarity that should exist between citizens of the country. We believe you should make an effort on the part of local authorities and public, to convince us that although alternative solutions were applied properly and all involved in the process have acted in good faith and in a professional manner to meet certain standards of life the citizen, there is only the solution. Ignoring the fact that it has never been called into question by the political class, we thoroughly question the existence or absence of a civilized life in Romania.
We can not leave unnoticed the fact that the law to be promulgated enroll in fact in the same note of disregarding the will, aspirations, feelings, emotions of citizens of this country.
We noticed that the activity of "taking" of stray dogs which are on the public domain restarted in force gave way to a recently born satisfaction on the one hand and suffering, on the other.
Moving to another register, dare to take this opportunity to ask the political class as a whole: What explanations does a parent present his child during the capturing of a stray dog, knowing that it will be killed? Probably he will say: �The dog must be killed in order to protect you, the dog can kill you� or he can say: �We live in a country of barbarians and politicians wanted it (this)."
Excellence, your high mission is to identify and use the leverage necessary to reduce as much as possible the shock felt by those who for reasons of education, culture, morality, social status, affection, and relationship with the environment are not prepared to accept the application of such a law, in the form sent for promulgation. The frustration is being reinforced by the lack of liability of policy makers and local government responsible for the present situation.
Excellence, please allow us to conclude, recalling the words of the eminent lawyer and professor Vintil� Dongoroz, which state the following: "A law which asks man not to be human, is absurd and can not be implemented"

Gemäß Deinen Grundsätzen „ein guter Katholik mischt sich in die Politik ein“ und „der einzige Kampf, den wir alle kämpfen müssen, ist der Kampf gegen das Böse“ wenden wir Tierfreunde und Tierschützer aus ganz Europa uns an Dich mit der Bitte, Deine Stimme gegen das unerträgliche Elend der Tiere in Rumänien zu erheben.
Den tragischen Tod eines 4-jährigen Jungen in Bukarest, der angeblich von Streunerhunden totgebissen – in Wirklichkeit jedoch von obdachlosen Pädophilen vergewaltigt und ermordet wurde - nahm die rumänische Regierung zum Anlass, um mit unverschämten Lügen eine Massenhysterie unter der Bevölkerung auszulösen und ein Gesetz zur sofortigen Vernichtung aller 2.5 Millionen Streunertiere in Rumänien zu erlassen. Sofortige Vernichtung bedeutet Erschießen, Erhängen, Verstümmeln, lebendig Verbrennen, Zertreten, Erschlagen.
Eine beispiellose Panikmache und Hetzkampagne gegen Streunerhunde, Tierschützer und Tierschutzorganisationen wird seitdem in den Medien verbreitet und veranlasste Teile der rumänischen Bevölkerung sich auf abscheulichste Weise an der grausamen Verstümmelung und Vernichtung der wehrlosen Hunde zu beteiligen.
Das seit Jahrzehnten bestehende Leid der herrenlosen Tiere und ihre legalisierte Massenvernichtung in Rumänien ist ein intolerabler Bruch mit internationalen und EU-Gesetzen und jedem zivilisierten menschlichen Verhaltenskodex.
Wir bitten Dich, lieber Franziskus, auch im Sinne Deines Namensvetters von Assisi, hilf diesen unschuldigen Tieren und den zahlreichen nationalen und internationalen Tierschützern mit einem offenen Wort an die Verantwortlichen in Rumänien und Europa.
Jesus Christus kam auch zu den Tieren.

Estimado Francisco,
Según su "un buen católico está interfiriendo en la política" y "la única pelea que todos tenemos que luchar es la lucha contra el mal" giramos amantes de los animales y el animal derechos activistas de toda Europa que con la petición de levantar la voz contra la insoportable situación de animales en Rumania.
La trágica muerte de un niño de 4 años en Bucarest, el supuestamente muerto Streunerhunden mordido - en realidad pero por vagabundos pedófilo violó y asesinó a - tomó el gobierno rumano para la ocasión, con escandalosas mentiras para desencadenar una histeria colectiva entre la población y a adoptar una ley a la destrucción inmediata de los perros callejeros adoptables 2,5 millones en Rumania. La destrucción inmediata significa disparos, colgante, mutilaciones, quemando, smash, matar.
Un alarmismo sin precedentes y una campaña de desprestigio contra callejero perros, derechos de los animales y las organizaciones de bienestar animal desde luego está muy extendidas en los medios de comunicación y provocó las partes de la población rumana en el más atroz manera cruel mutilación y la destrucción de los perros indefensos a participar en.
Una rotura intolerable con internacional y las leyes de EU y cada comportamiento humano civilizado es el existir décadas el sufrimiento de los animales sin hogar y su holocausto legalizado en Rumania.
Le pedimos a usted, querido Francis, también en el sentido de su tocayo de Asís ayudar estos animales inocentes y los numerosos activistas con una palabra abierta a aquellos en Rumania y Europa de derechos animales nacionales e internacionales.

Dear Francis,
According to your principles "A good Catholic is interfering in politics" and "The only fight we all have to fight is the fight against evil" we animal lovers and animal rights activists from all over Europe turn to you with the request to raise your voice against the unbearable plight of animals in Romania.
The tragic death of a 4-year boy in Bucharest, claimed to be bitten to death by stray dogs - in reality raped and murdered by homeless pedophile - was misrepresented by teh Romanian government using outrageous lies to trigger a mass hysteria amongst the population and to adopt a law to the immediate destruction of all 2.5 million stray dogs in Romania. Immediate destruction means shooting, hanging, mutilating, burning alive, smashing, hacking up.
The media has spread an unprecedented scaremongering and smear campaign against homeless stray dogs, animal rights and animal welfare organizations since then and caused part of the Romanian population to participate in the mutilation and destruction of defenseless dogs in the most heinous way.
The decade long suffering of homeless animals in Romania and their impending legalized destruction is an intolerable breach of international and EU laws and every civilized human code of conduct.
We ask you, dear Francis, also in the sense of your namesake from Assisi, please help these innocent animals and the numerous national and international animal rights activists with an open word to those responsible in Romania and Europe.

Please know that mass killing of dogs is the worst decision possible: it is irrational, expensive, rejected by the World Health Organization (WHO) recognizing that dog slaughter has no result on the dog popluation in the street.
It is an as well known fact that killing stray dogs only pursues certain financial interests, as it is become notorious that tens of millions of EURO have been used formally, on paper, for stray dog management however in fact such amounts were used for other interests.
MASS SPAYING AND NEUTERING is the only LONG TERM solution for the decrease of the stray dogs phenomenon, as it aims to the source of the problem.
Mass killing is simply not the answer and is totally unacceptable in the civilized world of today.
We kindly expect from the Constitutional Court to prove it is correct and righteous and thus confirm by its current Decision the legal constitutional precedent given by the Decision 1/2012.
It is shameful that cruel mass slaughters of dogs can still happen in a member state of the European Union of the 21st century. The world is looking forward to hear you have reached the only correct and humane decision regarding the welfare of these animals, according with European and ethical norms, with the requests of the entire world, with the appeals from 6th and 11th September of European Parliament - Intergroup on the Welfare and Conservation of Animals who considers that this „horrible and useless massacre of dogs” „goes against the values and objectives of the Treaty on the functioning of the European Union”.
Please, be advised that if the killing of dogs starts, we will show to the entire world the reality of the dog camps, we will notify worldwide about the financial interests behind the business of killing dogs, we will withdraw any support that we have given so far to your country, we will boycott Romanian products and tourism, as no one will want to associate with a corrupt, cruel and immoral country.
We ask you to restore the image of your country and your people in the entire world and say NO to killing and ask for implementation of a real, effective and civilized dog management program by mass spaying and neutering
